Spyder 4.2.1 breaks with Python 3.10
Ubuntu 22's default Python is version 3.10, but the Spyder in the repositories (4.2.1) requires Python 3.9 to work.
For now you can work around this by installing Python 3.9. and Spyder in a Conda environment and launching it from there. Instructions for basic conda usage can be found from Cubbli Wiki.
